I shall agree, the only problemo I see is that lack of sites to run this. It seems like a lot of leg work -- I'm curious how other leagues have worked it out.

We started a college fantasy league about 6 years ago and it's still goin pretty good. It took a couple of years to tweak the rules to get things right but everything's pretty much set now.

EMoney is the commish so he can provide you with our rules and shit.

Here are our league rules. Note that we will likely expand to include the entire top 25 this season instead of the top 20. I'm also in a league where we draft from 72 team, recruit players, and even have a bcs computer poll.
______
The League

The league is made up of 12 owners that will draft their teams based on a preseason rankings list that will be decided upon during the month of June. This league is a redraft league, no keepers. Our pie in the sky goal is to have the most competitive and best college football fantasy league in the country.

The Draft

The draft order will be determined by drawing spots at a date to be determined.

If an owner misses his time window then the draft will move on with the owner being skipped. This owner will be moved to the end of that round. If the owner misses the pick again then this pick is moved to the end of the draft.

*Send a list to another owner or the commissioner if you think you may be away for a while.

Draft length: 18 rounds

Owners are allowed to trade draft picks.

The Schedule

Our fantasy season will consist of the following weeks:

Week 1 September 3rd
Week 2 September 10th
Week 3 September 17th
Week 4 September 24th
Week 5 October 1st
Week 6 October 8th
Week 7 October 15th
Week 8 October 22nd
Week 9 October 29th
Playoff Week 1 November 5th
Playoff Week 2 November 12th
Playoff Week 3 November 19th

League Fee

Each owner will pay a league fee of $20.00. The league fee is due prior to the start of the draft.

Scoring

Points are awarded without regard to position.

The league's official statistics will come from fox sports with espn serving as a backup.

Official scoring is as follows:

TDs and other scoring plays (regardless of position*)
3 pts = Passing
6 pts = Rushing
6 pts = Receiving
6 pts = Defensive
6 pts = Special Teams
2 pts = 2 Pt Conversions rushing or receiving
1 pt = Pass for a 2 pt conversion

*Players that run back punts or kick-offs for touchdowns will score 6 points. No points are rewarded for the yardage on returns.
*Should a kicker pass for a TD he would be awarded a passing TD.

Yardage
1 pts per 20 yards for quarterback passing
1 pts per 10 yards for rushing and receiving

Kickers
PAT = 1 pt
FG = 3 pts

Defense/ST
6 pts = Defensive TDs and special teams TDs
2 pts = Turnovers on a defensive series. Special teams turnovers will not count unless a score is made.
2 pts = Safeties
5 pts = Shutout

*Defensive TD's include Interception returns, Fumble returns, blocked kick returns, punt and kick-off returns are scored by the individual as a special teams play.

*No half points are awarded

*Head to head tiebreakers are decided by the kickers. The team with the most kicking points wins. If still not settled, the defensive points will serve as the tiebreaker.

Starting Line-ups

Line-ups for each week must consist of the following:

1 QB
2 RB
3 WR
1 K
1 D/ST

Line-ups must be submitted by 10 am CT on each Saturday morning. They can either be emailed to the commissioner (e_basing@bellsouth.net) or posted on the fantasy sports wire board (http://forums.fantasysportswire.com).
This is a strict deadline.
If no line-up is submitted your team will receive the lineup that you submitted for the previous week.

*Games on days other than Saturday If you plan on starting someone from those games you must formally declare that you plan on starting one of the players either through emailing the commissioner or by posting on the fsw board before kickoff. The commissioner must declare by sending an email to all league members or by posting on the fsw board before kickoff.

*Our game week runs Wednesday through Tuesday. All games played through Tuesday would count toward the prior week and any games on Wednesday and after would count toward the following week.

Rosters

Each owner is required to draft an 18-man roster. This roster can be constructed in any way you like with no limits on positions except for kickers and d/st. Each owner must have 2 kickers and 2 d/st's before a third k or d/st can be drafted.

Position Eligibility

Due to the flexibility of the college game, sometimes receivers can play running back and vice versa on some teams (i.e. Bobby Newcombe). Position eligibility will be decided by the commissioner.

Free Agents

Free agents are players that were not chosen during the draft or that were dropped after the draft.

Free agents may be picked up only during the regular season.

For each player selected, a player or defense must be dropped from your roster.

The process:

1. Standings are updated by Monday Morning
2. Waiver wire priority is set by the worst record having the best priority
3. Waiver wire free agents requests must be posted by 10 pm Tuesday evening each week
4. Free agents will be awarded based on priority lists of add/drops sent in by teams. The team with the worst record will get to pick the person that he ranks first and then the process moves through the teams based on the current standings until that round ends. Round 2 of the free agency begins back with the team with the worst record. Subsequent rounds will be added until all requested free agents are exhausted.
5. Free agent awards will be posted on the FSW board by Wednesday.
6. All free agents leading to game time are first-come first serve.

The weekly free agent and trade freeze is from Friday at 12 midnight CT through the final game on Saturday.

Trades

Owners are allowed to trade freely among their fellow owners. However, the trade deadline is the Friday prior to the Week 8 games.

Both owners involved in a trade must email the commissioner with the trade details.
All trades are subject to the discretion of the league. The entire league will be emailed the trade. Owners will have 24 hours from that time to approve or disapprove the trade. 7 owners must be against the trade if the trade is to fail. Owners that fail to email their thoughts on a trade within the 24-hour period are counted as approving of the trade.
Trades must be fair. Dumping key players and collusion will not be tolerated.

Playoffs

Our regular season runs nine weeks from the week of Saturday September 4th through Saturday October 30th. Playoffs take place for three weeks from Saturday November 6th through Saturday November 20th.

The teams with the top 4 win-loss records will occupy the playoff seedings 1 through 4 respectively. Playoff seedings 5 and 6 will be filled by the 2 wild card teams. The team with the highest total points not in the top 4 seedings will be the fifth seed and the team with the best win-loss record not in the top 5 seedings will be the sixth seed in the playoffs.

The first round of the playoffs will feature the 6th placed team facing the 3rd placed team and the 5th placed team facing the 4th placed team. The 1st and 2nd place teams will receive a bye week.

The second round of the playoffs will feature the wild card round winner with the worst record facing the 1st placed team and the other wild card winner facing the 2nd placed team.

The winners play for the national championship and the losers play for 3rd place. The other teams will fight it off in some other bowl games.

*If two or more teams have the same record at the end of the regular season the tiebreakers will be: Tiebreaker 1 - Total Points, Tiebreaker 2 - Head to Head, Tiebreaker 3 - Record against first place team, Tiebreaker 4 - Record against second place team.

Process for making changes to the League Rules
1. Each April a thread will be opened for new rules suggestions
2. In May separate threads will be opened for discussion of each new rule suggestion
3. In the last week of May a thread will be opened for nominations of a proposed rule change. All proposed changes must be worded accordingly to fit into the league rules. For example an owner can't just say, "I propose that we add 2 keeper players." They would need to word the change so that the new rule is easy to follow and understand. All proposed rule changes must receive a second and a third by other owners.
4. In June we will vote on all rule changes during the first two weeks of the month. A deadline for voting will be established. Owners that do not engage in voting will not have a vote counted either which way. Each rule change needs a majority of owners (7) to carry. Tied votes do not carry.
5. All segments of the new rule proposal period will have strict deadlines that begin and end each segment.
6. The commissioner will send out an updated copy of the rules by the first week of July.
Inactive Owners and Abandoned Teams
An owner that fails to submit a lineup for more than two weeks in a row during the regular season is immediately deemed inactive. The inactive owner will be immediately notified by the commissioner through email that he is being considered for removal. The inactive owner will then be allowed to state his/her case regarding the inactivity. Regardless of the case we will then move to a removal vote. The removal vote will be private ballot through email. Owners will have 48 hours to vote yes or no on allowing the owner to continue to participate in the league. 8 of the 12 owners must vote in favor of removing the owner in order for the owner to be removed from the league for inactivity. If an owner is removed the executive committee will then notify the league of the decision and appoint a new owner to take over the team.
For a team that does not have an owner. Until a new owner is announced, the team's starting lineup will remain as it was the last time it was changed. If a starting player is on a bye week the commissioner will be allowed to insert a player as a starter that is not on a bye. The lineup will stay as updated unless another bye week interferes.

My guess is that you would have a significant licensing problem if you ever tried to get this type of thing started on anything other than a local basis.

So do you plan to have one started by the next college season?

If so I would like to participate in this instead of another NFL league.

Yeah, that's probably not a great idea. I was wearing my 'bad idea' jeans when I came up with that one.

gonna bump this to see if this idea still has legs... I can fuhner the league, but would want at least 9 other people to make the league worth doing.

Will count this as an official sign-up thread starting now... Steebo and others who posted, confirm you still want to play and we'll get this rolling.

I play in FIVE NCAA leagues, including E$'s. I have dropped all but 1 of my NFL leagues to concentrate on NCAA...absolutely love it!

If you get it off the ground, I could probably be swayed to join a sixth.
