I thought they kept delaying it, and that it wouldn't officially start with signings and stuff until after a deal gets signed/rejected officially. CNNSI makes it sound like Glover to StL is a done deal. :dunno: http://sportsillustrated.cnn.com/2006/football/nfl/03/06/rams.glover.ap/index.html

From Peter King's MMQBTE:

VERY GOOD QUESTION, JEFF. From Jeff Franz of Glen Allen, Va.: "Seems the wires are ripe with rumors about so and so being ready to sign with whomever once 12:01 Thursday morning rolls around. Aren't free-agents technically still the property of their old team until the start of free agency? If so, how can teams negotiate with players (not sign them) prior to the midnight hour? Or is it just that ... rumors?''

You've just asked a question that a bunch of general managers would love to see investigated by the league. You're right. It's pretty obvious there is contact between agents and teams that leads to some players flying or agreeing to fly to teams in the first hours of free agency. We'd be fools to think that agents and teams don't communicate in borderline ways before the free-agency period begins.

Glover was cut, so he was free as soon as that paperwork was filed.

Players who weren't cut but have expiring contracts - they aren't free until the free agency period begins (at which point their old deals run out).
